  •  With Running Snaps ON (magic wand) with Intersect Snap active (Running Snap Setup) just set 3 points at outer intersections.
  •  Select Section|Section Cut By Line and click on the circle.
  •  In the options that pop up choose "Keep outside section only" and hit OK
  •  Choose Tickmarks from the Line Pop-out.
  •  Enter values shown.
    • Small Tickmark value is not important since there is only 1 division.
  •  Click on circle anywhere.
  •  Next Gravity Snap to one of the star's points.
  •  Tickmarks will be placed on the outside of the circle because of the second point.
  •  Next place a Circle with the first point Gravity Snapped to the center of the small circle, and the next point Gravity Snapped to the end of a Tickmark.
    • OR use Circle by 3 Points and Gravity Snap to the ends of 3 Tickmarks.
  •  Done!
